The UK Government has eventually announced their country classification according to the "Traffic Light" system. Until 17 May 2021, Leisure Travel from the United Kingdom remains illegal. The concept around the Traffic Light system is to categorize countries into their varying levels of infection, risk and vaccination.
The lists will be decided based on the following criteria:

The percentage of a country’s population that have been vaccinated

The rate of infection
-
The prevalence of variants of concern

The country’s access to reliable scientific data and genomic sequencing
WHAT DOES THIS MEAN?
This means that countries are classified into 3 categories, namely GREEN, AMBER and RED.
Its important to check the arrival restrictions on countries currently on the Green List prior to booking.
